1995 Honda Civic ECU?

I currently got an engine swap from a stock 95 civic hatch engine to a d16z6 vtec engine from a 95 civic ex. The car when I bought it had the swapped d16z6 engine and was pretty quick I got this new d16z6 engine but when going into any gear the car is very slow and check engine light went on the mechanic said I need a new ECU would this cause the car to be underpowered?
 
are you using the same ecu as you were before....if you are then it souldnt matter. but you should try switching the ecu to just check it out.....also are you using the same tranny as you were before with the same type of clutch setup.....also maybe the motor just doesnt have any balls left in it...

**since you didnt do the swap the first time you got it...you dont know if it has been decked a few cm...or if it has had upgraded valves and such...
