1995 Ford Ranger (Splash)?

I have a 1995 ford ranger, splash model, and the windshield wipers and the water sprayer quit working one day. I've checked fuses, and twisted the on and off switch and they still won't start working???? And the blinkers work every now and then? Any help? Is it the motor or what?
 
its the wiring in the switch on the steering collum. need to replace the whole thing. being the switch on the steering collum.
