1995 Ford F350 7.3L diesel, Turbo question,?

I purchased a 1995 F350, 7.3l turbo diesel, 5 speed manual, 4x4, crew cab long bed just recently. The guy took pretty good care of it, 2nd owner. Everything is stock except for the aftermarket down pipe and K and N intake and filter and cat delete. Engine is in great shape expect a fuel leak under the fuel filter housing, i got to work on that. I'm coming from a 04 6.0l, completely different, crap engine. I know the turbos are different with the variable geometry. This turbo seems kind of Linear, the turbo produces minor boost below 2000 rpms then it begins to build. around 3000 rpms it puts out 15psi and up, i seen 18psi once. I just don't always want to be in the high rpms to have to develop power.The turbo has never been rebuilt but still produces decent top end boost.

Is this the way these turbos operate or am i missing something?
I haven't began upgrading yet so some insight would be nice. Turbo? Chip? Exhaust?
238,000 miles. Starts and runs well.
