1995 Ford Contour still won't start?

I'm stumped. I have a 1995 ford contour which will crank but not start. i have tried re-timing it, using starting fluid, checked for spark, installed new spark plugs, checked compression, fuel pump primes with good pressure, nothing seems bad. compression is as follows:
1- 110psi
2- 105psi
3- 65psi (the bad one)
4- 80psi (the other bad one)
these were done with the engine cold, at wide open throttle and spark plugs all removed.
i put a new head gasket in it, so it's probably just blow by causing the low compression. but it still should start. especially with starting fluid.
it ran before the head gasket went out, sat for 5 months, now after a new gasket, won't run.
timing is dead on. i have checked it 5 times, advanced it, retarded it, set it dead on too.

it does sputter like it wants to start, but only with the throttle wide open. i removed the fuel pump relay, and tried starting it with starting fluid only also but it just sputters. so it's not flooded either. the cylinder looks wet but only after reinstalling the relay.

it seems like timing, but it's dead on. (i replaced the head gasket 11mos ago too and it ran fine.

any help would be appreciated.
the timing is correct. it's not slipping or anything. i have quadruple checked it. it was timed with the timing mark on the crank, i made sure the cylinder was at TDC with a screwdriver in the sparkplug hole. so the crank mark is correct. the timing on the cams were timed and rechecked numerous times with the OTC-6474 cam positioning bar. timing is perfect. compression is there, but it just won't start. spark is there, there is good vacuum pressure in the intake. even leaking between 3 &4 i should be able to at least start it up? there is no water present in the cylinders either.
