1995 Ford Bronco ABS on?

I have a 1996 Ford Bronco and the ABS light has come on. The strange thing is that the light will come on, then turn back off when the truck is started. But as soon as you start driving (about 10 mph), the light will come back on. I replaced the rear sensor and it didn't help. Every now and then, when there's snow or water, the ABS would work briefly. It almost looks as though there is a short somewhere.
