1995 Dodge Neon multiple problems?

also, my oil was just recently changed

and my car is always smelling like some kind of burnt rubber. i dont know if that is my tires but it seems like its coming from under my hood
I have a '95 Dodge Neon, 116,000 miles. My check engine light has been off and on the last several months but never gave me any problems. Lately my car will stop accelerating and I either have to pull over and restart my car or fully accelerate for any speed to come back. This past week it only did it once, maybe twice, a day but yesterday I took my car to the shop to have it looked at. I thought it was the fuel filter but the tech was sure it wasnt, he noticed a spark plug was lose and fixed that and also did a check engine test and said that the only problem he could detect was my oxygen sensor but it wasn't anything serious. He told me i should be fine on the highway and to come back if it did it again. I then took it on the highway and it began breaking down. I had to pull over and restart my car 5 times. I filled my tank up and driving 30 miles i've already lost almost half of the fuel that i've put in. on my way home from work it did the same thing but now when i come to a stop or if i slow down to turn it sputters and wont accelerate again. if i am waiting at a light/stop sign i have to put my car in park to prevent it from making a weird noise and shaking. on the highway it was tugging and pulling a lot as well. it seems like the faster i go the worse gas mileage i get and the slower i am the harder it is to accelerate. it only runs fine if i am at a consistent speed without slowing down at all. it is back in the shop now and i am waiting to hear back. any idea?
