1995 Chevy Astro 4.3 V6: Multiple Start Before Running?

I have worked on this van for a while and still having problems. It is a 95' Chevy Astro van with the 4.3L V6. After replacing the bad starter and battery, the van takes a long time to start up. It takes several attempts to start the van. It would 10 to 15 attempts until the battery is drained. It turns over very well but won't start. But once it starts, it runs like a champ. I have replaced all the spark plugs, air filter, wires, rotor, dis cap, and preformed an oil change. It starts fine if the engine is hot but if it sits for more than 30 min, the same problem return.

The one thing I notice it the temp gauge is always reading cold. The cooling system is working fine but I think the coolant temp sensor is faulty. Would that cause a hard start? Another problem I believe is leaky fuel injectors or clogged fuel filter. I'm a bit lost.

NOTES: It is a crank, no start situation. I can hold the key and it would crank over continuously. Takes 10 to 15 attempts to fire up. Outside temp about 60-80*F

Yea, I think it is a fuel delivery problem as suggested. I should try to replace the fuel filter as it is over 15 years old. Other than that; the temp gauge never go above 100*F and I have cleaned the throttle body.

I want leave the fuel pump last as I would have to drop the tank.
