1995 Cadillac Sedan Seville SLS 4.6 engine coolant getting too high Is Water Pump

likely culprit? I noticed the coolant was a bit low so I filled it back up to right level, then started the motor and selected the coolant temperature gauge and it climed up to past 199 degrees to near 250 degrees.
A man at a local Auto Zone pinched the upper radiator hose and told me to do the same and asked if I could feel any water flowing in the hose I said, I didn't feel any water flowing and he said he did not either. He said the temperature should not go much past the maximum temp for the thermostat to open up so the fact the temperature went above that to around 250 degress it meant there was no flow due likely to a bad water pump and he told me I needed to really just replace the water pump and the thermostat as well as the hose that links to it and if possible replace the timing belt.
So Is this what I should do?
Since this Caddy is a 1995 most likely all parts on it need to eventually be replaced. So I am going ahead with replacing the water pump, ACDELCO and getting a STANT Thermostat good for 180 degrees farenheit. I know this car never had serious things done to it other than struts andd motor mounts like changing out the brake fluid, the power steering fluid, the transmission fluid and radiator fluid and have it's brake pads replaced just as basic mantenance.
