First off never seen a car with a circut breaker. Second the ABS light means that something is wrong with the anti lock braking system, not sure how its related to the windows or heater. If there are no fuses out under the hood or inside the cabin than it could be a wiring problem, this unfourtanetly can't help you with without ripping apart the car. There is really no common element so that is why I feel it could be a wiring problem.
