1995 buick park avenue headlights out?

Trying to figure out problem...keep getting different answers...both headlights went out but brights & parklights still work...tried new bulb...didnt wrk...was told something about dimmer switch...another time steering column or a fuse...and lastly something about a circuit wire???? Please Help? Need cheapest options!!!
