1994 Toyota corolla won't start?

The cluth has to be depressed in order to start the car. The cellinoid will make a click sometimes and thats it. At other times it will turn over on first try. Is there a relay switch from the clutch to the starter that needs to be repalced or is it the starter that has to go . Thanks, Norm C
Thanks don r, I think I will start with the switch since it looks like it will be pretty easy to get to. Just hope its not the starter, almost imposible to reach. Norm C
