1994 Jeep Grand Cherokee won't reverse?

i found a 1994 Jepp GrandCherokee for sale $950, it's an impounded car but the problem is it won't go in reverse, everything else is fine, the car is very nice, does anyone know what could be wrong and how much it would cost to fix this in california?


is even worth buying?
