1994 Jeep Cherokee Sport 4.0Liter power steering trouble?

At 214000 miles the trusty steed developed a leak in the PS pressure side hose which I replaced. I topped the fluid and cycled the steering several times per shop manual instruction,got a nice foamy head in tank-let settle, topped and took it for a test drive, and in the course of the drive the steering got worse-no bubbles in tank but hard to turn, now only get power steering with engine at about 2000rpm.
Help Please! The pump is original (214K), belt about 2yr, I didn't move pump during hose install ( to the best of my knowledge)
 
What you are describing doesn't make a whole lot of sense. The pump pumps more at a lower RPM that at a higher RPM because the faster the Jeep moves, the less force is needed to turn the wheels, thus less pressure. I am assuming that the belt is tight enough and you used power-steering fluid and not ATF. The only other possibility is the pump become damaged when it ran low on fluid and now needs to be replaced.
