1994 honda civic curis control and horn not working?

I have a 1994 honda civc and about a year ago my horn and cruise control stopped working i really cant find the right fuse i think but i checked all of my fuses and they are all good. I don't know what could be the problem. if u know can you help
 
check the relays under the hood,they are on the right hand side,and you should also check the relays in the fuse box
 
What is the link here, the steering wheel, get a chilton from Pep boys for the make and model of your car, makes it so much easier, and go into steering wheel electric controls, probably loose wire or connection there.
