1994 ford explorer horn??

Ok, the horn on my 1994 ford explorer XLT isn't working for some reason. i have checked the fuse in the box under the steering wheel. the fuse is perfectly fine and just to make sure i replaced it with a brand new one. when i push it i can hear it click but that's it. what would cause it to not work? what can i do to try and fix it before i take it into the garage? is it something that can be fixed on my own? thanks in advance for all your help
