1994 cadillac sedan deville?

My ignition is locked off. Key turns to start position, shift can be moved to Nutral, but display reads, "monitoring systems" then "ingnition is locked due to theft deterrent system" then "remove key" then "wait 3 minutes". After 3 min. when key is inserted, it just recycles to "monitoring systems". All other electric systems function. The owners manual tells me to whip key off in the area where chip is located I have done so 2 times. In addition, the owners manual states,"if you whip the area and key still does not work a locksmith needs to be called to replace key. Anyone knows how much to replace a key with a chip in it. Our have any other ideas.
 
SORRY, but that new key you will get won't fix it either. Your wires are most likely broken from the ignition cylinder. You will have to replace the ignition cylinder & KEY. Key pellets very rarely ever go bad in the keys. Have a technician test your security wires with an Interregator that connects to your base of steering column. It will test your KEY & IGNITION CYLINDER as 1 unit. Will tell you if the pellet in the key is good or not, also checks your wiring inside the steering column. Pretty simple tool to use, extremely accurate. Would be a shame for you to spend all that money on a new key just so you can throw it IN THE TRASH because you cannot use that NEW key on a new ignition cylinder. You have to cut new keys to match the new ignition cylinder!!!!!
