1994 Buick Century Plugged Radiator?

My trusty rusty is having an issue with the temp. gauge creeping up towards the red when you go up longer hills (when it's under a load). Everything else has been ruled out. Blown head gasket is not it, water pump appears to be working properly, thermostat appears to be functioning properly, radiator hoses are not collapsed. The only other thing I can see is that the radiator may be plugged. The lower half of the radiator is ice cold even when the engine is at normal temperature. I was told that the entire radiator should be warm to the touch when functioning correctly. Not to mention that my antifreeze looks like it's probably the original that came with the car. (Very dark almost black, looks thick, and appears to have chunks of stuff in it.) My question is...would a radiator flush remove the blockage or will I have to get the whole radiator replaced? Thanks!
