1993 Jeep wrangler 4.0 straght 6 auto mechanical Q?

2 Q?s 1)i get up to like 35 40mph and it starts bogging out and wont go any faster 2)when i first start it the idle is very erratic i have to start it like 3 times and rev it up to get it to idle right

if you need more info just ask i really need to get this working right
 
Fuel filter, located underside of jeep 1/2 way down on pass side. If once you change it and still have problems have you fuel pressure checked.
