1993 Ford Escort pulley problem.?

I have a 1.9l 4 cylinder engine that I have replaced the serpentine belt twice now. I kept hearing a light squeal when starting. When I looked under the hood I found that the tensioner pulley had been riding on the power steering/ water pump pulley. I know that the belt is the correct size, but it consistently pulls it in to far like the belt is to big. However the belt that I have is brand new and is recommended for this engine.

What i'd like to know is what gap between the two pulleys should be, and if it is supposed to be close, what size belt should really be on there. It has air conditioning and power steering.

okay just so you know, most automakers but ford in particular have different size pulleys on the same engine packages.i searched long and hard for oem power pulleys and found em.if youve changed the ac or alt and didnt keep your oem pulley, that might be the problem, however sometimes the right belt just wont fit. id suggest trying the fit of roughly 1/2 inch shorter.do not start. if the thing has more than say 3/16 lash at around 40 psi applied to the longest section of the belt, go shorter and see if itll fit.
