1992 honda prelude lost title help?

i trade my honda civic 4 a 92 honda prelude si i have a title but the dude i got the car from didnt send it off from where he bought it now i cant send it off i dont know wat to do

Go to the DMV and investigate with the VIN # if the car is not stolen. They will help you out. If you have a bill of sale, you are safe. You also can ask for help with a towing business. They may be able to get you a title for an amount of money. Good luck!
