1992 Honda Civic Heating System?

my neighbor tried to help me fix this problem. so the car does not throw hot air. and he said it might be a shortage (something like that;when i turn on the air, just to try it out, the fuse box gets warm and so do the cables inside). how can i fix this
 
When my heater stopped working it was because the coolant level was low. It still managed to keep the engine at normal temp though. Just throwing that out there...
