1992 Honda Accord EX running sluggish when first started and tach bouncing wildly?

Hi! Thanks in advance to anyone that can help me. I have a 1992 Honda Accord EX with the factory F22A6 engine. I have a problem that goes back to when I first bought the car about 6 months ago. When I first start it, the car seems to be running fine until I get on a road and need to apply some speed. The engine seems to be getting bogged down and I don't know what's causing it. It goes away after about 20 seconds and the car seems to run fine after that. A month ago, the timing belt broke while I was going about 80mph on an interstate highway and I put it in the shop. Timing belt was replaced but most of the valves got bent and the head was damaged so I got the head replaced with all new valves in it. I had a feeling that the main relay was bad so I went ahead and replaced it since it's relatively inexpense and easy to replace. The main relay is a known problem on these model years. Along with all that, my shop replaced the cap and rotor and put all new plugs and wires in. The problem with the engine getting bogged down didn't happen for the first couple weeks after all this work but started happening yesterday every time I started the car and got on the road. I'll mention another problem I'm having but I don't know if it's related. The tach at higher RPM's is bouncing pretty wildly. I had it figured as something that probably wouldn't cause any performance problems but I'm just an amateur mechanic of cars and I'm used to GM's, not Honda's. I'm hoping that these are problems I can fix. I'm an electronics and mechanical tech on factory machines so I can get a little down and dirty if need be.
