1992 eb ford fairmont auto break problems?

well its the rear breakes when i jacked it up they dont seem to spin smoothly by hand it could be the hand brake or it might even be some thing like the brakes dont release quick enough dont know can some 1 help or give me some ideas and tell me what i should be looking for oh and i have not had the brakes serviced cant efford it
