1992 Chevy Lumina Won't Start please help, will award best answer!?

ok i have a 1992 chevy lumina and when ever i go to start it it just makes a clicking sound when i turn the key, my batteries not dead because all the electronics work in the car, i thought it was the starter so we put a new starter in it and it dident fix it, we kind of think that it's an electrical problem but don't know for sure if somebody out knows some things to try and fix it, it would be greatly appreciated, and i will award best answer. thanks again
