1991 Mercury Grand Marquis power steering?

It only squeals when I start the engine and make a hard turn left or right. The reservoir is full all the belts are New and tight, it only makes the noise when it is cold as it warms up it goes away? What could it be?
I also have a strong smell of raw fuel?
