1991 honda civic spudders at 3000 rpm why please help !!!!!?

i have a 1991 honda civic sometimes it spudders at 300 rpm and it wont run more then 15 mph then i turn the car off and back to start it and it takes like 3 turn to start then it runs fine again what could be the problem i have change the fuel pump fuel filter plugs rottor and cables to but the problem continues please help thanks
