1991 ford E150 heater blower?

The heater blower does not work. I have changed the blower switch in the dashboard. I can unplug the fan, under the hood, and use a jumper wire to make the blower come on. With the ingnition turned "on", if I slowly move the sliding switch to the right. I can hear a clicking sound. But the fan does not work. (the switch for the vent,def,floor)
