1991 Chevrolet Caprice Wagon - How do I removed the cross member under the starter?

I am trying to replace my starter. It is impossible to remove the starter until I remove the cross member bracket below it. It has 3 bolts and the center bolt is impossible to remove because it's bolted to the A-Arms mounting bracket. The A-Arm pivot joint is in the way so i can't stick a wrench or socket in there. Is there a particular way to remove this cross member bolt? Thank you.
