1990 Toyota Cressida ignition wire has no power to starter solenoid?

I go under the car, short the power from the starter to the solenoid, the car starts. But i turn the ignition key, the car won't start. Any suggestions? thanks.
 
It's probably in the ignition itself but trace the the smaller solenoid posts starter wire with a test light probe to see if there is any brakes in it.

If it's an auto, you probably have a faulty neutral interlock switch on the transmission.
If it's a manual, you may have one on the clutch.
If no interlock, you may have a faulty ignition switch.
If the car has engine disablement, it may be faulty.
