1990 chevy lumina, euro 3.1 engine?

wondering if anyone new the name of the bars on each side of the tire, there not the leaf springs,the car has struts, theres 2 bars bolted were the brakes are and then bolted to the frame, each side, torsion bars , stabilizer bars,? wondering because the passenger side is broke of the frame,is it safe.. help
