1990 chevy 350 tbi floods out at idle?

i recently put a roller 350 tbi motor in my 1990 chevy truck every time i start it it floods bad enough to foul the plugs. i have replaced the tbi with another used one computer has also been replaced with a used one still exact same symptoms. any help would be strongly appreciated
