1989 Honda civic dx hatchback fuel problem?

I'm having trouble with keeping the car running, sometimes it will crank and run and other times it will not. i know i have a leak in one of the lines coming off the fuel pump would that cause air to get in the lines hints it not running. when it runs it will rev to 4000 rpm's then drop to like 2500 then jump back up just need to know if the leak in the line is causing it to run like this.
what would be the best thing to use to patch a small hole in a metal gas line?
 
Well Ya. If the fuel pressure drops it will not idle, or go when you push on the gas. You press on the peddle and there is a demand for fuel, ut it is not there. Fix the leak and then have the fuel pressure checked. It should now be up to par.
