1989 Cadillac Deville turn signal problems!?

I have a 89 Cadillac Deville. My right turn signal does not work. When I put it on it just stays light up without blinking. I checked both lights, the front and back and they are not blinking just lit up. When I turn my left signal, it works perfect. Why does one work and not the other?
 
It could be the switch too. Also, as stupid as this sounds it could be the buld. Check the bulb first then the switch.
