1989 Buick Lesabre possible bad harmonic balancer?

my 89 Buick lesabre is making a (loud) clanking noice and it seems to be coming from the harmonic balancer. the rubber on in the middle of it is showing wear too. however the faster i go in the car, the quieter it gets. just wondering if this sounds like the harmonic balancer or another problem?
also my car has a lost of power. wondering if this could be caused by the harmonic balancer too?
 
that,s what it is. the rubber is broke on it and letting it clang. by it moving like that it could throw the timing off some and make you lose power. a friend had a 88 oldsmobile and we had to change it. it did the same thing as yours. remember the bolt turns the opposite way.
