1988 Honda Prelude Fuel Cut Off Relay Diagnosis?

When I turn my key I do not get anything to the starter or any power to the fuel pump. I have a haynes manual and did the checks it said do and the culprit was suppose to be the fuel-cutoff relay. Well bought a new one, still nothing, did my checks again. Does anyone know how to check this solid state relay with a battery and a meter? or can offer any advice on what it may be?

jff_m_31 , I can put a jump wire from my battery to my starter and it will turn.
