1986 Ford 460 cooling and starting problems?? need mechanic opinion?

I have a 1986 Ford f350 with a 460 v-8, truck is carbureted.
the two problems are :
1: truck is getting hot when you are driving down the road like on the freeway or open highway, but it does not get hot at an idle ; weird right (truck has clutch fan fyi)

2: after I drive the truck to a store or somewhere and i let it sit for 5 or 10 minutes and try to start it again it takes a while and makes kind of a growling sound, maybe takes 3-5 seconds

I have been trying to solve the problem so here is some stuff that i have done and it did not make a difference
radiator flush and it was 40% clogged
new thermostat
new reservoir
new solenoid
new fuel filter
new ground strap
and engine was rebuilt about 10,000 miles ago so this truck is very frustrating.
