1982 Mazda Rx7 Carb problems?

I have a 1982 rx7, the carb was rebuilt and the car ran fine but always a little rich. now the car dont want to start and if i can get it started it blowes a lot of gas smelling smoke and then it will die. the motor is brand new and i removed the cats so thats not plugged. the car is flooding any ideas
