1980 Honda CB750 carbs are leaking.?

Two of my four carbs are leaking, i just bought them and the business said they were professionally cleaned. A lot of the parts look new, including the floats, jets, and bowl seals. I took the float bowls off and noticed that the two that were leaking had a rust colored, very fine powder deposits in them, while the other two did not. A few seconds after i turn the fuel switch on, fuel starts pouring out of the overflow nozzles at the bottom of those 2 carbs. The fuel overflows even when the engine is running. Any ideas about what could cause this and how i could fix it without major dissassembly (aka having to resync the carbs)?

The floats and float needles are brand new and all 4 are at the same zero level. I believe it has something to do with the deposits, but i cant tell where its coming from.
Actually, Chris, thats not a bad idea, the two that are leaking and have deposits are the ones in the middle, ie the ones that get immediate fuel input, the outside ones get fuel through those two. Im goin out tomorrow to get one. Thanks.
