1980 Honda 750 Motorcycle. How do you adjust carbs to match?

Earlier I had asked a question about my friends motorcycle.........

1980 Honda 750 Motorcycle Idle Problem?
My friend can't get his motorcycle to idle well and we are trying to figure out what is wrong with it. Hopefully someone can help us out in figuring what's going on.

My friend purchased carburetor from a guy whose son had it sitting in the garage doing nothing. The son had took the carburetor off and used it on a different bike.

My friend rebuilt the carburetor, put new air, new plugs (basic tuneup), checked the valve clearances, coils, timing boots (for leaks) compression and battery.
The bike fires up runs hot on two of the four and cold on the last two. Also it doesn't really idle and he has to hold full throttle to keep it from stalling.

He doubled checked and pulled the carburetor out again and went over with a fine comb. The fuel delivery is strong, the air is good and there is spark. It cant do anything but neutral but the flooding he will have to check out because it does have a slight wetness to plugs

What could be wrong with his bike? Thank you all for your help and advice.

If it has two coils, it sounds like one of them is out. If both coils are fine, then he probably need to synch the carbs. Two could be running rich.

Could someone please tell me a little bit more about the running rich? How does it happen and is it only possible from carb? Also how do you adjust the carb to match?
