1977 Yamaha XS360 4-pole Solenoid issue---not clicking?

I have an 1977 Yamaha XS360 that is having starting issues. First off I want to say that the solenoid is not clicking. So here is what I did, I jumpered across the larger terminals and got the starter motor to move. This told me that the solenoid was faulty! Well, maybe. I measured the voltage getting to the smaller wires on the solenoid (the coil) . I am only getting 10 volts, but my battery reads 12.6 volts. So, I jumped from the battery to the smaller hot side of the coil and the solenoid is engaging!!! Am I not getting enough current to the coil? Is this why the solenoid wont switch? Can some one help me please! Thanks!
 
A non working neutral light switch will prevent the starter button from activating the starter solenoid.
Pull in the clutch lever to bypass the neutral light switch.
If everything works with the clutch lever pulled in, inspect the neutral light circuit and neutral light switch.
