We just purchased this very used unit it was running But, it cut off today and appeard to be no fire i put a new coil on and made sure the coil had 12v going to it and a good ground still does not crank I Engine sounds like its not turning over fast enough but has a fully charged battery ( tested fine) I replaced the Dist cap and rotor still nothing I removed the spark plugs and turned the engine over and it appears there is alot of fuel being forced out, of the spark plug holes, ( spark plugs where also soaked in fuel)Is this normal and if not what could cause this? I am not familiar at all with carb engines

Your carb is flooding. It may need rebuilding or maybe just tapping on the float bowl to unhang the float. Filling the cylinders with fuel is bad and can cause real trouble. Pump them dry by cranking on the engine, install a rebuilt carb and a set of new plugs.

if it's been sitting,it's likely that the float in the carb is hung up that is why there is so much fuel pushing through the cylinders. try tapping firmly on the carb with a small hammer or wrench to jar it free. if that doesn't fix it, the carb will have to be disassembled and cleaned you may consider buying a rebuild kit. they are inexpensive and you may damage the gasket when you take it apart.
