1973 Chevy truck fuel system?

I have two tubes coming off the top of the gas tank. I have seen that there are fuel systems with one, two, or three tubes. I know the larger tube is the fuel line. What is the other tube for? It appears to go to the area of the fuel pump. I was using a flashlight and I'm not sure exactly where it goes.

A secondary question, I had an old fuel tank with rust and put a filter in-line. I'm replacing the tank with a new one. Would an in-line fuel filter reduce performance? I've had the engine bored .030, a new crankshaft, performance cam, and rocker arms pinned so they can handle the extra torque from the cam. I would like to get all the performance I can, at least not deteriorate the performance I have.
Mike, it was nice getting a thumbs down with no better suggestion, wasn't it. I was just wondering what the second line is, I am definitely going to connect it. I have a new Edelbrock carb and installed a glass body filter at the carb. So, I should be able to detect a fuel problem. I think I'll leave the inline filter out. I only used it to filter rust from the old tank and shouldn't have that problem.

I'm not a mechanic. Before this project, the most I had ever done was replace a clutch. With the help of another shade tree mechanic we put together the rebuilt engine and everything seems to be going fine. As a Vietnam vet I can say there is nothing better than the smell of napalm in the morning. As a shade tree mechanic, there is nothing better than the smell of rubber.

Vapor recovery, that makes sense.
Scrubbag, no, it doesn't go to the vapor canister, I already removed that a while back. It goes back to the tank and I think the suggestion that is is vapor recovery may be correct.

I installed my old filter just outside the tank. Now you have me thinking about putting another filter there.

This is a 1973 truck. The pump is on the engine, not in the tank.
I'm not considering replacing the fuel pump.
