$100 to flash your boobs?

I was on craigslist the other day and saw a posting that some guy would pay $100 to someone to just flash him. He wouldn't touch just look... my question is.. is this illegal??

(( and im sorry if this is against anyones morals or whatever but im not here to get opinions on if you think it is right or wrong.. all i need to know is if it is illegal ))

If someone accepts it is then it is prostitution. I think it may considered solicitation on his part, & yes that is illegal as well.
 
yes and no...
no if the women signed a legal document stating that they may do this prior to entering this "craigslist"
and yes becuase its called indesent exposure
