09 Toyota Corolla GPH?

How can you accurately figure out MPG if you don't take idle time into account? My '09 Corolla S has a gauge that keeps track of MPG but I've been keeping track of my MPG on a spreadsheet as well. The gauge number is always a little higher than the number I calculate because it doesn't take idle time into account. My questions is, why would Toyota ignore this when programming their gauge? Also, how do I figure out what the GPH (gallons per hour) is for my car? That is, the amount of fuel consumption when the car is idling? Thanks!
