05 Ford F-350 starting problems?

cranks wants to start, after about 15 secs of strait cranking it catches for about 1 revolution or 2. i thought it was cam/crank shaft sensor. replaced that still same problem. changed fuel filter, and some other things. right now im thinking its Icp Sensor but thats a pita to change. can anyone shed some insight. if it isnt icp sensor what else could it be. fyi batterys are fully charged
