It sounds like a bad battery. That it has a little power to run the lights, but not enough to start the car. To start the car you need a lot more power than the battery can give.
It could also be a bad alternator/regulator. The alternator recharges the battery when the car is driving at around 40 m.p.h.. The battery is like a checking account. You have to make deposits so you can keep writing checks that do not bounce.
The regulator keeps the voltage the alternator generates in a range of voltage like 12 to 14 volts. The battery is 12 volts, so the regulator tries to keep the voltage close to that.
After jumping the car battery you should be able to drive it to a repair shop or car battery seller (like Sears for Diehard).
