02 Jeep Grand Cherokee Starting issues, Maybe Fuel Pump?

Now every time I try to start my Jeep, it just turns over for about 10 seconds and then i have to turn it off and leave the key on then try and after a couple of seconds of cranking it finally starts. It started this a few weeks ago, but not this bad. I use to be able to just turn the key to the on position and wait a few seconds and then it would crank up. Could this be a fuel pump issue? I checked all the lines and don't see any leaks with fuel. After I shut it off and push the relief valve on the fuel rail it sprays out air for a second or two before fuel comes out. I tried it while running and fuel comes out immediately. Could someone help me determine this is a fuel pump. or could it be the crank sensor. My guess is the fuel pump is bleeding the fuel back into the tank, and this is why i takes so long to get fuel to the rail. Also I can smell fuel at times, rare but I smell it, But I can not find any leaks anywhere. Thank you in advance
