01' dodge neon over heats, it is the head gasket. Should I bother?

Okay I have an 01' Dodge Neon with under 90,000 miles on it. Lately it has started over heating to the point where the coolant boils. I initially took it in to get my radiator flushed. It still over heated. Then I got a new water pump and timing belt.

Now it is still over heating and my mechanic says he needs to re-surface my head. If it isn't cracked then it will be $1300 bucks to get it fixed. I don't want to sink too much more money into the car I still have like 2000 left to pay on it.

Would it be better go get it fixed, or just cut my losses?

Also did I mention that I am broke? That also goes into the deciding factor. So I will have to get a loan to get the car fixed or to get a new used car.
