for a 29 gallon FOWLR setup try some tank raised bangaii cardinals, they are a great little fish and becoming endangered so i would go with tank bred versions. You can go with plenty of inverts, cleaner shrimp, damsel fish, gobies. There are alot of options that dont require upgraded lighting.

You are way overstocked. I know it might not look it with a baby hippo tang, but they are fast growers and need arouind 75 gallons at least. You really cant keep the hippo tang successfully.
