If she didn't leave a name or a number on the damaged car, it's a hit and run and she could get fined or so a little bit of jail time. It depends on the judge, cuz she will need to go to court.
I don't think there is a law that will punish two underage kids for having sex. It's more when an underage kid has sex with someone of 18 years or older....
